How do I look at annotations without an account or when I'm not signed in

You can look at annotations when you are not signed in, exactly the same way as when you are signed in. youi just cannot Forward, Reject or Report them. When you have the Anotato extension installed and active, just left-click on any green highlighted anchor text.

This opens Annotation Viewer window.

The red arrow points to the annotation text. The blue arrow point to the Next button, which is active. Clicking on it, moves on to the next annotation linked to the same anchor text.

Again, the red arrow points to the annotation, whilst the blue arrow points to the Prev(ious) button. Note that the Next button has now become inactive, while the  Prev(ious) button has become active. This is because - as the green arrow shows - we are now onto 2/2 (that is the second of two annotations linked to this same anchor text). There can be any number of annotations linked to the same anchor text, even from the same user.

Also note that the Forward, Reject and Report buttons are faded, because they are unavailable to an unregistered user or a signed out (but registered) user.

Finally note the advertising banner on the top. We operate a Freemium model: when a user is unregistered or not signed in, we show advertisements at the top of the Annotation Viewer. When a user is both registered and signed in, they will not be shown advertisements, even if they have no credits.
